Meta Enterprise Platform and WhatsApp Business: What Muse, Business Agent and the New MCP Mean for Automation

Meta launched its Enterprise Platform and a WhatsApp Business MCP for AI agents. What each one does, what it automates, and what still needs custom work.

Meta now sells AI to businesses, and WhatsApp is where most of that will show up.


On September 28, Mark Zuckerberg announced Meta Enterprise Platform, described as “the next major pillar” of Meta’s business. It starts with the Muse agent, Meta Business Agent, the Muse API and Muse Code, offered to businesses and developers. Two weeks earlier, Meta had released a WhatsApp Business Tools MCP that lets AI agents set up and manage WhatsApp Business messaging.


If you run customer conversations on WhatsApp, or build automation for companies that do, these are two different announcements with two different effects. What Meta Enterprise Platform Is


Meta Enterprise Platform is a new business unit, not a single product. Meta says it will bring its “full technology stack” to companies: advanced models, agents, large-scale infrastructure and its experience working with businesses. It will be led by Chirantan “CJ” Desai, who joins as Chief Enterprise Platform Officer reporting directly to Zuckerberg. Desai was previously CEO of MongoDB, and earlier led product and engineering at Cloudflare.


The announcement names the starting products but gives no feature lists, pricing or release dates for them. That matters if you are planning a roadmap: treat the Enterprise Platform as a direction of travel, not a spec you can build against today. What the WhatsApp Business Tools MCP Does


MCP (Model Context Protocol) is the standard that lets an AI agent call another service’s tools. Meta’s WhatsApp Business Tools MCP connects an AI coding agent such as Claude, Cursor, Codex or ChatGPT directly to the WhatsApp Business Platform. According to TechCrunch’s report, the agent can:


  • create the company’s WhatsApp Business account
  • add and verify the phone number
  • register it for access to the Cloud API
  • check the business’s Terms of Service
  • create or edit message templates from a plain-language description
  • test messages and webhooks
  • monitor things that used to fail quietly, such as Terms of Service status, the payment method and Business Verification

Meta also points to a second server, the Meta Social Technologies MCP, for finding API endpoints, searching documentation and troubleshooting errors during setup.


This is a build-time and operations tool. It does not answer your customers. It removes the busywork between “we want WhatsApp” and “the integration is live.”


What Meta Business Agent Is


Meta Business Agent is the customer-facing piece. Third-party guides describe it as Meta’s own AI agent for business conversations across WhatsApp, Messenger and Instagram: it answers questions and recommends products using information the business provides, can call the business’s systems for tasks like order lookups, and hands the conversation to a person when needed (overview, limits and hand-off).

What This Changes for WhatsApp Automation


The setup layer gets cheaper. Account creation, number verification, template drafting and webhook testing are exactly the repetitive steps an agent handles well. Expect setup projects to shrink, and expect clients to ask why they take weeks.


First-line answers become a default feature. Answering FAQs and basic product questions from supplied business information is now something the platform itself offers. A custom bot that only does this is hard to justify.


The value moves to everything around the conversation. The hard parts of WhatsApp automation were never the greeting message:


  • connecting the conversation to your CRM, such as Salesforce, orders, bookings or tickets
  • lead qualification and routing rules that match how your sales team works
  • designing the hand-off to a human, with context, so the customer never repeats themselves
  • running several numbers, languages or brands consistently
  • compliance, consent and message-template categories
  • measuring outcomes, not just message counts

That is system integration and agent orchestration work, and a platform-level agent does not remove it.


A Practical Plan for Your Business


  1. Pilot the native agent on low-risk questions. Hours, locations, order status, basic product questions. Read the transcripts weekly.
  2. Use the MCP to speed up setup, with a human reviewing. Let an agent draft templates and test webhooks, but have someone approve templates and verify the account details.
  3. Keep sales and CRM logic in your own workflow. Do not hand qualification rules or customer records to a black box you cannot inspect.
  4. Test the hand-off before launch. Force the agent to fail, and confirm a human sees the full conversation and picks it up quickly.
  5. Watch the Enterprise Platform for specifics. When Meta publishes features, limits and pricing for the Muse API and Business Agent, re-run the build-or-buy decision.
